Die Gesundheitssysteme in Europa und anderen reichen Regionen befinden sich in einem tief greifenden Umbruch. Jahrzehntelang gewachsene Strukturen werden dabei allmählich, aber insgesamt doch deutlich wahrnehmbar – und teilweise grundlegend – verändert. Diese Umbrüche machen sich sowohl in der Finanzierung und in den Versorgungsstrukturen als auch bei der Regulierung der Gesundheitssysteme bemerkbar. Wettbewerb, Ökonomisierung, Privatisierung und Qualitätssicherung sind wichtige Leitbegriffe dieses Wandels.

Diese Lehrveranstaltung befasst sich mit der Entwicklung der Gesundheitspolitik in ausgewählten Mitgliedstaaten der Europäischen Union. Die Gesundheitsreformen in Deutschland, Großbritannien und Frankreich stehen dabei im Mittelpunkt. Besondere Aufmerksamkeit richtet sich auf die Regulierungsstrukturen und die Rolle staatlicher und verbandlicher Akteure bei der Steuerung des Gesundheitswesens. Bedingungen, Verlauf und Ergebnisse der Reformpolitik in diesen Ländern sollen unter Heranziehung politikwissenschaftlicher Erklärungsansätze analysiert werden. Zugleich sollen etwaige Konvergenz- und Divergenztendenzen beim Wandel der Systeme identifiziert werden.
