This paper with its two sections, (i) the developmental discourse and (ii) the sectoral paradigms attempts to discuss the Educational issues in the international context. The first section will discuss the trajectories of Development from the Education studies. The next section, the sectoral paradigm will be on the policy, planning management and administration aspects of Education.

As the structure of the syllabus is tentative, it may include few related topics for the discussion (like the decentralization).
The mode of instruction will be only in English (with special examples from India);
The list of references and materials for each topic will be provided to the students through email;
