Ein Schulprogramm stellt ein Handlungskonzept der Einzelschule dar. Als Instrument der Schulentwicklung ermöglicht es den Schulen einerseits mehr Gestaltungsräume in Eigenverantwortung zu nutzen, verpflichtet sie aber auch, die Wirkungen ihrer Arbeit kontinuierlich zu überprüfen und Rechenschaft darüber abzulegen. Schulprogrammarbeit ist ein gemeinsamer Such- und Arbeitsprozess des gesamten Kollegiums, der einerseits kontinuierlich weiterentwickelt wird und andererseits für alle Lehrerinnen und Lehrer der Schule bindend ist. Das Schulprogramm erlangt damit eine Rechtsverbindlichkeit: eine Tatsache, die noch einmal die Relevanz dieses Intruments aus der organisationstheoretischen Perspektive unterstreicht.
