Erzeugt das Web 2.0 neue politisch-administrative Institutionen? Soziale Institutionen für kollektiv verbindliche Entscheidungen erfahren durch Informations- und Kommunikationstechniken einen Wandel. In Bürgerhaushalten werden Vorschläge via Internet gesammelt, und E-Petitionen vereinfachen Masseneinwände. Internet und Mitmach-Web 2.0 scheinen Demokratisierung, Individualisierung und öffentliche Transparenz gleichermaßen zu fördern. Durch Elektronik scheinen Wahlen effizienter(E-Voting) und räumliche Planungen transparenter zu werden. Virtuelle Ortsvereine, Wahlwerbung via Blogs und "abgeordnetenwatch.de" verändern Parteien, Kandidat/inn/en und die Sphäre der Öffentlichkeit. Zeichnen sich neben der reformierenden Rationalisierung vorhandener Verfahren bereits völlig neue Institutionen ab?
