Die Vorlesung behandelt die Grundlagen des Völkerrechts. Neben den Grundfragen des Verhältnisses von Grundgesetz und Völkerrecht werden die Quellen (Vertragsrecht, Gewohnheitsrecht, allgemeine Rechtsgrundsätze) und Akteure (Staaten und andere Völkerrechtssubjekte) des Völkerrechts ebenso zur Sprache kommen wie Grundzüge des VN-Rechts und des internationalen Menschenrechtschutzes sowie die neueren Entwicklungen des Völkerrechts. In Zeiten der Globalisierung gehören Grundkenntnisse des internationalen Rechts zur juristischen Allgemeinbildung. Die Vorlesung richtet sich vorrangig an Hauptfachstudierende der Rechtswissenschaft, steht aber grundsätzlich allen Interessierten offen.
