As citizens we expect states to provide a certain amount of public services such as health care, education, or guidance on labour and industrial policies. When such policies are ineffective issues of political legitimacy and stability can arise. Social policy is therefore, a critical tool for building state legitimacy and vice versa states are key actors in developing and providing social policy. But what do we mean by the state? Is it a neutral governance institution that can mediate competing interests within a territory? Does it have a class character? What are its functions and purpose within the global political economy? Social policy analysis tends to take for granted key categories such as the state.
In this seminar students will interrogate these questions by exploring a variety of understandings of the state in order to give a secure theoretical and political grounding for understanding the purpose and tensions of developing social policy in our current world. We will look at both historical and contemporary debates from a variety of perspectives within political science, social policy and state theory.
The course is in English, and a mix of academic articles, media, and podcast materials will be used.
