This seminar focuses on the question of how dealing with large-scale forced migration presents a critical challenge for local and global governance processes. It examines the contemporary dynamics and mechanism through which refugees and forced migration have a significant impact on the economic, political and social agendas of states and societies. It is within this context, that this seminar will: (a) explore global and local responses to the forced migration, (b) debate the question of temporariness versus permanency in the refugee situations, (c) elaborate the issues of integration in the countries of first asylum, resettlement in the third countries and repatriation, (d) examines the question of responsibility-shifting and responsibility-sharing.
