Rights protection and enforcement are pillars of the rights-based approach to migration governance. The international system offers an institutional and legal framework for achieving those objectives, but international organizations like the International Labour Organization and International Organization for Migration play roles that are limited by national governments that implement law and policy. In this class, we will discuss the mandates and institutional capacity of international organizations to achieve global governance objectives on the ground, how decision-making processes work and what international organizations are praised/criticised for. Topics cover how institutions and laws are implemented, how agendas are set as well as how to address non-compliance through a detailed focus on two disparate regions.
